So, if a base gets attacked, and there are no PCs there, there needs to be a system for resolving defense of that base.
Rescued survivors should have combat values, and the base can be fortified/supplied to upgrade these. Then the zombies get a dice pool, the defenders get a dice pool, and most successes win.
Obviously, this needs specifics.
If the PC's are in the base, it gets attacked like a scavenge. I'm sort of working on the idea that the zombies are stronger at night, so maybe it's zombies as if it were one danger level higher than where the base is.
